Taxation of real estate in Poland. Institute of Finance report combined with expert debate

The Institute of Finance presented a report entitled. “Property taxation in Poland against the background of European systems. Selected issues and proposed changes”. A wide range of independent experts from the academic communities of the Warsaw School of Economics, the Wrocław University of Economics and the University of Białystok were involved in its preparation. The launch of the report was combined with a debate on the property tax, its current form and possible alternatives.

The première of the report on property taxation in Poland took place on 21 March at the headquarters of the Ministry of Finance in Warsaw. It was attended by the authors of the report, including Professor of the Warsaw School of Economics, Paweł Felis, PhD as well as representatives from the Institute of Finance and journalists from the economic and real estate media. The aim behind the event was not only to present the results of the research carried out by the nine-member team assembled by the Institute of Finance, but also to have an expert debate on property tax issues.

“The publication we have initiated is the work of distinguished independent experts. We would like to contribute to in-depth research into the Polish finance sector. We also aim to create a space for dialogue on key issues. That is why we combined the launch of the report with a debate taking place in an intimate setting. We did not want this to be a mere presentation of research results”, said Łukasz Chrobak, Director of the Institute of Finance.

During the event, the highlights of the report “Property taxation in Poland against the background of European systems. Selected problems and proposed changes” and the conclusions drawn therefrom were presented. The presentation of the research results was made by the entire assembled team of co-authors.

“In our Report, we try to show the many shortcomings of the current tax system that argue for the need for change. What is more, in the author’s analyses, we wished to indicate possible directions for the rationalisation of the tax system, which should serve both the budgets of municipalities and the interests of local communities”, said the editor of the report, Professor of the Warsaw School of Economics, Paweł Felis, PhD .

As the initiators of the study emphasised, the aim of the report is not to recommend specific property tax solutions, but to provide an in-depth analysis of the various options under which the tax could operate. The various sections of the report serve this purpose, from those pointing out the shortcomings of the current regulations to the list of various concepts for the functioning of the tax, such as tax zoning.

“It is an academic study in which the authors pose questions, collect data and draw conclusions, but do not set themselves up as peacemakers and decision-makers. At the Institute of Finance, we are committed to high quality analysis and stimulating discourse”, adds Łukasz Chrobak.
